sail CLA relative rto hull CLA

How far forward of the hull/keel center of its lateral area (CLA) hould the sail CLA be to aid comming-about f0r tacking quick? I sailed a homemade outriged 16 ft.kayak in the Hampton Rhoads, Va. in the 1940s and had trouble. it sat there and luffed!
